A player must have a valid ID card before they are allowed to take part in any match. If there is no ID card the player is NOT to play.

There is no allowance made for team officials to produce an ID card. If the card is not available at the start of the match the player must not be allowed to play until it is produced. 

Teams cannot come to some form of agreement that they be given until half time to present their ID card or cards. If a team has no ID cards the match does not start and the matter is noted on both teamsheets. Referees are not to officiate on a match where ID cards are not available.
